An Odoo partner is an independent firm accredited by Odoo to implement, customise, and support Odoo — not an Odoo subsidiary. Odoo contracts the Enterprise subscription directly with you and commissions the partner on it; the partner delivers the implementation work Odoo itself does not: requirements gathering, configuration, data migration, custom development, integrations, training, and support. What the Ready / Silver / Gold tiers actually measure

The tier badge on a partner's website is not a quality rating awarded after an audit of delivery work. It is a sales-volume and retention threshold, published by Odoo on its own partner programme page:

Read down that table and the design becomes clear. Gold means scale — a firm has brought Odoo at least 300 new Enterprise users in a year and keeps at least six certified staff — it is not evidence that the firm will assign senior people to a small project. Retention is the closest thing in the programme to a delivery-quality signal, since Silver and Gold carry explicit minimum retention rates, though retention also reflects switching costs and not just delivery quality. Certification is held by named consultants on the three most recent Odoo versions, not by the company in the abstract, so a firm can meet the headcount threshold and still put none of those certified people on your project. A Ready partner is not automatically a worse partner — ten users a year and one certified consultant is a low bar, and many small specialist firms in a single vertical sit at Ready or Silver by choice.

Use the tier as a filter for viability — is this an established, going-concern accredited firm — then evaluate delivery capability separately: named consultants and their certifications, references from comparable go-lives, how the firm handles integrations and scope, and its willingness to push back on unnecessary customisation.

Partner-led Odoo implementation typically runs $10,000–$100,000 in one-time services fees, separate from the Odoo subscription itself, depending on user count, module scope, data migration, and how much custom development is involved. Odoo's own Success Packs and small fixed-price partner packages start lower — roughly $2,000–$6,000 for a standard few-app rollout — while multi-entity rollouts with integrations and custom modules sit at the high end. Two cost mechanics are specific to the Odoo channel: your partner earns commission (10–20% depending on tier) on your Enterprise subscription, so it is worth asking whether services rates already assume that commission; and customisation is the variable that moves the total, since custom modules add build cost up front and then recur as maintenance at every version upgrade.
