SAP's own documented trade-off is the clearest fault line here: S/4HANA Public Cloud runs multi-tenant with no custom ABAP development, extending only through SAP BTP, and it enforces quarterly upgrades that cannot be delayed. That's a deliberate low-maintenance design, and it shows in the numbers — a three-to-six-month implementation against NetSuite's four to nine months. But it means a company with an unusual pricing model, a nonstandard approval workflow, or a process quirk that matters to the business will either conform to the SAP standard or build the workaround outside the core system.
NetSuite, customisable via SuiteScript and SuiteFlow, keeps that flexibility inside the platform, at the cost of a longer implementation and more configuration decisions to make.
Where the module gap decides it
NetSuite rates strong in ecommerce, warehouse management, business intelligence and inventory; S/4HANA Public Cloud rates those ecommerce and warehouse capabilities as basic in comparison, with procurement and business intelligence as its own strong points instead. The starkest gap is field service: S/4HANA Public Cloud lists it as not covered natively, while NetSuite rates it basic but present, extendable through SuiteProjects or a partner add-on. If field service or B2B ecommerce sits close to the core of your business, that difference alone should settle the shortlist.
Manufacturing rates moderate on both sides, so neither is the clear pick for a complex production environment.
The pricing and TCV reality
S/4HANA Public Cloud starts at $180 per user per month against NetSuite's $99, and its typical contract value of $150K–$600K runs higher than NetSuite's $100K–$500K. Both are premium-tier, per-user products, so neither is the budget option in this comparison. The faster S/4HANA implementation can offset some of that gap in services cost, but the licence delta persists for the life of the contract.

Which is better for a company already inside the SAP ecosystem?
If your organisation runs other SAP products or wants tightly governed, standardised processes with minimal customisation, S/4HANA Public Cloud's Fit-to-Standard approach and quarterly update cadence fit that operating model. NetSuite doesn't carry SAP-ecosystem ties and instead offers open customisation through SuiteScript, which suits companies without an existing SAP investment more than those already inside it.
Can either system be heavily customised after go-live?
NetSuite can: SuiteScript and SuiteFlow support ongoing custom development on top of the base platform. S/4HANA Public Cloud explicitly cannot — its multi-tenant architecture excludes custom ABAP, and extensions must run through SAP BTP instead of inside the core.
