Where Oracle has built the localisation, it is generally the cleanest option available. Third-party providers become necessary for countries outside that coverage, for employer-of-record arrangements where you lack a legal entity, and for organisations that prefer a single provider relationship across all countries rather than managing Oracle plus a set of local vendors.
